Schuldendarstellung öffentlicher Einheiten auf kommunaler Ebene: die integrierte Modellrechnung der Gemeinden und Gemeindeverbände

Abstract

Gemeinden lagern zunehmend kommunale Aufgaben an ausgegliederte öffentliche Einheiten aus, mit denen sie dann über ein teils recht komplexes Beteiligungsgeflecht verbunden bleiben. In der Modellrechnung der integrierten kommunalen Schulden werden die Schulden dieser öffentlichen Einheiten den Kommunen anteilig nach Beteiligungsverhältnissen zugeordnet. Dieses Vorgehen soll die kommunale Verschuldungslage umfassend abbilden und den Vergleich kommunaler Schuldendaten erleichtern. Der Aufsatz geht der Frage nach, inwieweit es möglich ist, die Vergleichbarkeit kommunaler Schulden durch das Einbeziehen weiterer struktureller Merkmale im Datenmaterial zu verbessern. Weiterhin werden die integrierten Ergebnisse zu der in der Finanzstatistik üblichen Darstellungsweise übergeleitet, um die Unterschiede herauszuarbeiten.
