Wie wirksam ist das Flexirentengesetz bisher? Ein Kooperationsprojekt zur Gesetzesevaluierung

Abstract

Das 2017 in Kraft getretene Flexirentengesetz soll das flexible Arbeiten bis zum Erreichen der Regelaltersgrenze fördern sowie das Weiterarbeiten über diese Grenze hinaus attraktiver machen. Das Bundesministerium für Arbeit und Soziales hat das Bundeskanzleramt und das Statistische Bundesamt beauftragt, die Wirksamkeit dieses Gesetzes zu evaluieren. Die Analyse von amtlichen Statistiken sowie quantitativen und qualitativen Befragungen zeigt, dass die Versicherten von den Möglichkeiten, die das Flexirentengesetz eröffnet, noch verhalten Gebrauch machen. Sie versuchen, Abzüge von Rente oder Verdienst zu vermeiden, was beispielsweise die Attraktivität von Minijobs steigert. Zur relativ geringen Inanspruchnahme trägt zudem der geringe Kenntnisstand über die einzelnen Möglichkeiten des Flexirentengesetzes bei. Verbesserungspotenziale bestehen vor allem beim digitalen Informationsangebot.
