Qualität von Mobilfunkdaten – Projekterfahrungen und Anwendungsfälle aus der amtlichen Statistik

Abstract

Mobilfunkdaten gelten als vielversprechende Datenquelle, ihre Qualität im Hinblick auf den Einsatz in der amtlichen Statistik ist jedoch bisher nicht systematisch untersucht worden. Dieser Artikel bietet einen Überblick über die bislang durchgeführten Projekte mit Mobilfunkdaten im Statistischen Bundesamt und beschreibt anhand des Entstehungs- und Aufbereitungsprozesses der Daten deren wichtigste Qualitätsaspekte. Auf Basis der bisherigen Erfahrungen ist festzustellen, dass die Datenquelle bestens für kleinräumige Sonderauswertungen und Auswertungen am aktuellen Rand geeignet ist, die mit vorhandenen amtlichen Daten nicht realisiert werden können. Eine Statistikproduktion unter Berücksichtigung amtlicher Qualitätskriterien ist derzeit jedoch nicht möglich. Ein wichtiger Grund hierfür ist der bislang fehlende rechtliche Zugang zu Daten aller Anbieter von Mobilfunkdaten am deutschen Markt.
