Hofarbeit statt Schreibtischzeit – Informationspflichten in der Landwirtschaft spürbar vereinfachen

Abstract

Im Projekt "Hofarbeit statt Schreibtischzeit" hat das Dienstleistungszentrum der Bundesregierung für Bessere Rechtsetzung im Statistischen Bundesamt die bürokratischen Belastungen landwirtschaftlicher Betriebe untersucht. Dabei standen Meldewege, Zeitabläufe und Digitalisierungsprozesse im Fokus. Die Erfüllung von bürokratischen Pflichten verursacht erheblichen Zeitaufwand, aber die Belastung für die Betriebe besteht auch darin, ständig über die geltenden Regelungen informiert zu sein und alle Vorschriften und Dokumentationspflichten einzuhalten. Auf Basis qualitativer Interviews mit Betroffenen und Verwaltungsstellen sowie unter Nutzung vorhandener Datenquellen wurden im Projekt Bürokratiebelastungen identifiziert und Ansätze für Bürokratieabbau in der Landwirtschaft aufgezeigt.
