Europäische Harmonisierung von Bruttoinlandsprodukt und Bruttonationaleinkommen: Anforderungen an das Bruttonationaleinkommen als Bemessungsgrundlage für die EU-Eigenmittel

Abstract

Das Bruttoinlandsprodukt (BIP) dient unter anderem als Bezugsgröße für das Defizit und den Schuldenstand des Staates. Das Bruttonationaleinkommen (BNE) ist die Bemessungsgrundlage für den mit Abstand größten Teil der Mittel, die die Mitgliedstaaten der Europäischen Union für die Finanzierung ihres Haushalts bereitstellen. Aufgrund der großen administrativen und fiskalischen Bedeutung von BIP und BNE sollen Maßnahmen auf europäischer Ebene verstärkt die Vollständigkeit, Zuverlässigkeit und Vergleichbarkeit dieser Daten der Mitgliedstaaten verbessern. Der Beitrag beschreibt und analysiert diese Arbeiten zur Harmonisierung sowie die Aktivitäten von Eurostat zur Überprüfung und Verbesserung der BNE-Angaben. Einen aktuellen Schwerpunkt der Harmonisierungsbestrebungen bilden Maßnahmen zur kohärenten Abbildung von Globalisierungseffekten.
