Regulierung der Terminierungsentgelte der deutschen Mobilfunknetze?

Abstract

Die Regulierungsbehörden einiger Länder sind daran gegangen, bestimmte Bereiche des Mobilfunks intensiver zu regulieren. Ins Visier der Regulierer ist vor allem die Mobilterminierung, d.h. die Realisierung eines Mobilfunkgesprächs vom Übergabepunkt eines Netzbetreibers zum Endgerät eines anderen Netzbetreibers, geraten. Aufgrund der Richtlinien der EU Kommission wird die Regulierung der Mobilterminierung auch für Deutschland diskutiert. Wie wird die geplante Preisregulierung begründet? Welche Maßstäbe sollten für die Beurteilung der Terminierungsentgelte angelegt werden? Ist eine Regulierung dieses Mobilfunkbereiches ordnungspolitisch zu rechtfertigen?
