Abstract

Die Reform der Gewerbesteuer steht auf der Agenda der Finanzpolitik. Prof. Horst Zimmermann hat sich in der August-Ausgabe des WIRTSCHAFTSDIENST aus politischen Gründen für eine „Annexsteuer“ ausgesprochen, obwohl er die kommunale Wertschöpfungsteuer als First-Best-Lösung präferiert1. Prof. Wolfgang Scherf präsentiert das Modell einer anrechenbaren Wertschöpfungsteuer, mit dem der Interessengegensatz zwischen Gemeinden und Unternehmen, der einer sachgerechten Gewerbesteuerreform bislang entgegensteht, weitgehend aufgelöst werden kann.
