Wege aus der Schwarzarbeit: Ich-AG und Mini-Jobs

Abstract

Während die Schattenwirtschaft nach Aussagen von Experten „boomt“, stagniert die Konjunktur im 3.Quartal 2002. Die Umwandlung der in der Schattenwirtschaft geleisteten Schwarzarbeit in „offizielle“ Arbeitsplätze gilt deshalb als lohnenswerter Ansatz zur Reduzierung der Arbeitslosigkeit. Einen Vorschlag hierzu hat die Hartz-Kommission mit der Ich-AG und den Mini-Jobs vorgelegt. Inwieweit ist dieser Ansatz geeignet, die Wege in die Schwarzarbeit unattraktiv zu machen und gleichzeitig Wege aus der Schwarzarbeit zu ebnen?
