Konjunktur in Nordrhein-Westfalen: Expansion weiterhin schwächer als im Bundesgebiet

Abstract

Die wirtschaftliche Entwicklung in Nordrhein-Westfalen blieb auch 2015 hinter der im übrigen Bundesgebiet zurück. Wir erwarten eine Zunahme des BIP um 0,9% (Deutschland 1,7%). Nahezu alle realwirtschaftlichen Indikatoren entwickeln sich ungünstiger. Allerdings verläuft die Beschäftigungsentwicklung ähnlich wie im übrigen Bundesgebiet. Die schwache wirtschaftliche Dynamik hat strukturelle Gründe. Bei vielen Faktoren, die das Wachstum von Volkswirtschaften treiben, steht Nordrhein-Westfalen ungünstiger da. Hinzu kommen die Belastungen durch die Energiewende und die ungünstige Lage der Haushalte der Kommunen. Letztere führt zu steigenden Belastungen insbesondere mit der Grundsteuer, aber auch zu niedrigen öffentlichen Investitionen. Diese strukturellen Faktoren dürften auch 2016 die Expansion dämpfen. Das BIP dürfte um 1,4% zunehmen (Deutschland: 1,8%). Dabei bleibt die Arbeitslosenquote mit voraussichtlich 8,0% unverändert, dürfte aber in der zweiten Jahreshälfte anziehen, weil mehr und mehr anerkannte Asylbewerber mit schlechten Beschäftigungschancen in den Arbeitsmarkt treten.
