IW-Konjunkturprognose Herbst 2012: Staatsschuldenkrise bremst deutsche Wirtschaft aus

Abstract

Die Staatsschuldenkrise im Euroraum hat die deutsche Wirtschaft bereits in Mitleidenschaft gezogen. Die Ausfuhren in die Länder des Euroraums sind rückläufig, die stark angestiegenen Ausfuhren in die Schwellenländer haben dies bisher aber mehr als ausgeglichen. Außerdem gehen die Investitionen in Deutschland deutlich zurück. Die Konsumkonjunktur profitiert noch von der bislang guten Arbeitsmarktentwicklung. Vor diesem Hintergrund wird die deutsche Wirtschaft im Jahr 2012 um 1 Prozent wachsen. Die zunächst weiterhin schwache Investitionstätigkeit, vorübergehend nachlassende Impulse durch den Außenhandel und eine flacher werdende Konsumdynamik bremsen das Wachstumstempo in Deutschland ab. Im Jahr 2013 wird das reale Bruttoinlandsprodukt nur um ¾ Prozent zulegen. Im Jahresverlauf 2013 setzt allerdings bei den Investitionen die Trendwende ein und auch die wieder in Fahrt kommende Weltkonjunktur stimuliert die deutsche Wirtschaft. In diesem Umfeld kommen aber die Beschäftigungsexpansion und der Abbau der Arbeitslosigkeit nahezu zum Stillstand. Die Arbeitslosenquote wird im Jahr 2013 auf dem nunmehr erreichten Niveau von 6 ½ Prozent verharren. Trotz der schwachen Konjunkturdynamik wird in diesem und im kommenden Jahr ein nahezu ausgeglichener Staatshaushalt in Deutschland erreicht.
