Die Struktur der Arbeitskosten in der deutschen Wirtschaft

Abstract

Die Arbeitskosten je vollzeitbeschäftigten Arbeitnehmer im Produzierenden Gewerbe sind nach 2010 auch im Jahr 2011 wieder deutlich gestiegen: Sie legten in Westdeutschland um 4,9 Prozent auf 59.500 Euro und in Ostdeutschland um 3,8 Prozent auf 39.170 Euro zu. Der deutliche Anstieg ist allerdings im Zusammenhang mit dem Krisenjahr 2009 zu sehen, als es bei den industriellen Arbeitskosten erstmals einen Rückgang gab. Dies war eine Folge der Verkürzung der bezahlten Arbeitszeit durch Überstundenabbau und Kurzarbeit. Im Jahr 2011 erreichte die Arbeitszeit wieder in etwa das Vorkrisenniveau. Auch bei der Kostenstruktur zeigte sich eine Normalisierung. Zum einen sind die Remanenzkosten der Kurzarbeit wieder verschwunden, zum anderen haben auch die während der Wirtschaftskrise deutlich heruntergefahrenen Sonderzahlungen wieder merklich zugenommen. Im Dienstleistungsbereich erwiesen sich Verkehr und Handel mit Arbeitskosten von 42.930 Euro und 44.120 Euro als die kostengünstigsten Branchen. Das Kostenniveau der Kreditinstitute und des Versicherungsgewerbes (76.290 Euro) lag dagegen ebenso wie das der freiberuflichen, wissenschaftlichen und technischen Dienstleistungen (64.120 Euro) deutlich höher als im Produzierenden Gewerbe.
