Rohstoffreichtum: Fluch oder Segen?

Abstract

Rohstoffvorkommen können den Wohlstand einer Volkswirtschaft begünstigen, wenn die Einnahmen aus dem Export der Bodenschätze als Grundlage einer breiten wirtschaftlichen Entwicklung dienen. Oftmals hat sich der vermeintliche Segen bedeutender Rohstoffbestände aber als Fluch für die betroffenen Volkswirtschaften erwiesen. Denn die Einnahmen aus den Rohstoffexporten können die Antriebskräfte für die wirtschaftliche Entwicklung schwächen, und sie bilden in manchen Fällen den Nährboden für Korruption und eine mangelhafte Staatsführung. Norwegen zeigt hingegen, wie mit institutionellen Vorkehrungen – beispielsweise in Form eines Fonds, in den die Öleinnahmen fließen – der natürliche Reichtum zu einer Quelle für anhaltenden Wohlstand werden kann.
