Produktivität und Lohnstückkosten im internationalen Vergleich

Abstract

Das deutsche Verarbeitende Gewerbe hat nach Norwegen das zweithöchste Lohnstückkostenniveau der Industrieländer zu verkraften. Wichtige Konkurrenzländer der Bundesrepublik wie die USA, Japan, Frankreich, Italien und die Niederlande haben einen Stückkostenvorteil von bis zu 25 Prozent. Diese ungünstige Position ist darauf zurückzuführen, dass die deutsche Industrie bei hoher Arbeitskostenbelastung ein nur durchschnittliches Produktivitätsniveau aufweist. Eine deutliche Besserung der deutschen Kostenposition ist nicht in Sicht. Zwar sind hier zu Lande die Lohnstückkosten seit 1996 jahresdurchschnittlich nur um 0,4 Prozent gestiegen, während im Zeitraum 1990/1996 die Zuwachsrate mit 3,1 Prozent noch sehr hoch war. Im Ausland sind die Lohnstückkosten in heimischer Währung gerechnet jedoch bereits seit mehr als zehn Jahren annähernd stabil. Zudem zeichnet sich aus Sicht der deutschen Exportwirtschaft bei der insgesamt günstigen Wechselkursentwicklung eine Wende ab: Der Euro tendiert im Jahr 2003 gegenüber Yen und US-Dollar wesentlich stärker.
