Zahler- und Empfängerländer in der EU-Agrar- und Strukturpolitik

Abstract

Deutschland ist größter Nettozahler der Europäischen Union (EU). Für den Zeitraum 1995/2001 errechnet sich aus seinen Finanzierungsbeiträgen an den Unionshaushalt und den aus Brüssel erhaltenen Rückflüssen ein negativer Saldo von jahresdurchschnittlich 9,5 Milliarden Euro. Zwei Bereiche zeichnen hierfür im Wesentlichen verantwortlich: die Agrar- und die Strukturpolitik. Zur Finanzierung der europäischen Agrarpolitik trug die Bundesrepublik mit einem negativen Saldo zwischen Beitragszahlungen und Rückflüssen in Höhe von 4,8 Milliarden Euro bei. Kein anderes EU-Land verbuchte einen vergleichbar hohen Minus-Wert. Bei der Finanzierung der EU-Strukturfonds ist Deutschland mit 3,3 Milliarden Euro gleichfalls der mit Abstand gewichtigste Nettozahler. Den größten Nutzen aus der Agrarpolitik zieht Frankreich mit einem Überschuss von 2,4 Milliarden Euro. Bei den Strukturfonds steht Spanien mit 4,7 Milliarden Euro an der Spitze der Empfängerliste.
