Beschäftigungswirkungen einer moderaten Lohnpolitik

Abstract

Bis auf drei Jahre sind seit 1971 hierzulande die Arbeitskosten regelmäßig stärker gestiegen als die Produktivität. Der reale Verteilungsspielraum wurde somit meistens überreizt – mit entsprechend negativen Folgen für den Arbeitsmarkt. Denn empirische Untersuchungen beweisen, dass eine moderate Lohnpolitik die Beschäftigungsentwicklung positiv beeinflusst. Das gilt für Deutschland ebenso wie für die meisten anderen Industrieländer. Für die deutsche Wirtschaft belegen empirische Rechnungen: Wenn die Arbeitskosten um 1 Prozentpunkt langsamer ansteigen als die Produktivität und diese Strategie drei Jahre durchgehalten wird, ergeben sich im Lauf von fünf Jahren rechnerisch rund 380.000 neue Arbeitsplätze. Die Lohnpolitik kann also wesentlich zum Abbau der hohen Arbeitslosigkeit beitragen, wenn sie am moderaten Kurs der letzten Jahre festhält. Dieser Weg würde den Tarifparteien erleichtert, wenn die Belastung des Faktors Arbeit durch Steuern und Abgaben nachhaltig reduziert würde.
