Teilzeitarbeit und befristete Beschäftigung: Zur Arbeitsmarktrelevanz einer Reregulierung

Abstract

Die erleichterte Befristung von Arbeitsverträgen und die vermehrte Teilzeitarbeit haben dem deutschen Arbeitsmarkt Impulse gegeben. Denn beide atypischen Beschäftigungsformen sorgten während der 90er-Jahre für zusätzliche Arbeitsplätze und haben damit den Arbeitsmarkt entlastet. Teilzeitarbeit steigerte dabei generell die Erwerbsbeteiligung. Die befristete Beschäftigung erwies sich häufig als probates Sprungbrett für eine reguläre Erwerbstätigkeit. Mit dem Gesetzesentwurf über Teilzeitarbeit und befristete Beschäftigung plant nun die Bundesregierung, diese beiden Beschäftigungsformen verstärkt zu regulieren. Dem Ziel, die verfestigte Arbeitslosigkeit abzubauen, kommt die Bundesrepublik damit nicht näher. Denn empirische Studien der OECD zeigen, dass mit zunehmender Arbeitsmarktregulierung die Erwerbstätigenquote einer Volkswirtschaft sinkt.
