Konsequenzen der EU-Erweiterung für die Regionalförderung in Ostdeutschland

Abstract

Die EU-Erweiterung wirkt sich auf den Status der Regionen aus, die derzeit im Rahmen der EURegionalpolitik gefördert werden. Voraussichtlich werden zahlreiche Regionen in der kommenden Programmperiode ihren Ziel-1-Status verlieren und entsprechend auf Fördermittel verzichten müssen. Über diesen bereits in der Öffentlichkeit diskutierten Aspekt hinaus ist damit zu rechnen, dass die EU für dieselben Regionen die maximal zulässigen Beihilfesätze absenken wird. Hiervon betroffen sind auch die meisten Regionen der ostdeutschen Flächenländer. Ein „phasing out“ für die betroffenen Ziel-1-Gebiete könnte die Umstellung erleichtern. Gleichzeitig sollte schon jetzt durch eine Beschleunigung des Infrastrukturausbaus damit begonnen werden, die regionalen Standortnachteile deutlich zu reduzieren, um damit auf die voraussichtliche Senkung der Regionalbeihilfesätze zu reagieren.
