Zulagen - Zuschüsse - Darlehen? Zur Qualität regionalpolitischer Instrumente

Abstract

Untersucht werden die Qualitäten verschiedener regionalpolitischer Instrumentenarten (Zulagen, Zuschüsse, Darlehen), die in Ostdeutschland zum Einsatz kommen, um herauszufinden, ob eine der Instrumentenarten zu bevorzugen wäre. Die Untersuchung kommt zum Schluss, dass es unverändert sinnvoll ist, auf mehrere Instrumente zu setzen, weil die Anreizwirkungen bei den Investoren unterschiedlich sind und sich bei den Förderinstitutionen jeweils andere Gestaltungsmöglichkeiten ergeben.
