Konjunkturausblick des IWH für 2003: Warten auf den Aufschwung in Deutschland – Warten auf Godot?

Abstract

Im Konjunkturausblick wird eine ausführliche Prognose der wirtschaftlichen Entwicklung in der Welt, dem Euroraum und in Deutschland für das Jahr 2003 gegeben und für das Jahr 2004 werden Entwicklungstendenzen aufgezeigt. Die Weltwirtschaft und die Wirtschaft in den USA erholen sich im Jahr 2003 und diese Erholung strahlt auf die Wirtschaft im Euroraum aus. Für Deutschland bleibt der konjunkturelle Impuls aus dem Ausland wohl die einzige Triebkraft für die Belebung der wirtschaftlichen Aktivität in 2003. Wobei die Übertragung des externen Impulses durch den von der Finanzpolitik neu induzierten Einkommensentzug bei den Privaten geschwächt wird. Der Aufschwung in Deutschland greift frühestens im Sommerhalbjahr. Für den Arbeitsmarkt bedeutet die schwache Konjunktur zunächst noch eine zunehmende Belastung im Jahr 2003 und nur einen geringen Abbau der hohen Arbeitslosigkeit im Jahr 2004. Die konjunkturelle Wirkung der jüngsten Leitzinssenkung der EZB dürfte schwach bleiben. Die Finanzpolitik wirkt in 2003 merklich restriktiv.
