"Solidarpakt II": Die ostdeutschen Länder in der Verantwortung

Abstract

Im Juni 2001 wurde der Solidarpakt II zwischen Bund und ostdeutschen Ländern abgeschlossen, der die föderalen Finanzbeziehungen unter Berücksichtigung transformationsbedingter Sonderbedarfe bis zum Jahr 2019 regelt. Der Beitrag kommt zu dem Ergebnis, daß die Zahlungen aus dem Solidarpakt knapp bemessen sind und deswegen einer wachstumsorientierten Ausgabenpolitik der ostdeutschen Länder besondere Bedeutung zukommt.
