Zur Angemessenheit der Versorgungsabschläge auf Beamtenpensionen bei vorzeitiger Pensionierung

Abstract

Ein Grund für die Kostenexplosion in der Beamtenversorgung liegt in dem verstärkten Trend zur Frühpensionierung. Um diesem Trend entgegenzuwirken, wurde analog zu der gesetzlichen Rentenversicherung der so genannte Versorgungsabschlag eingeführt. Bei Eintritt in den Ruhestand vor Erreichen der gesetzlichen Altersgrenze wird die Pensionszahlung um 3,6 % für jedes Jahr gekürzt, um das die Beamtin/der Beamte vor Erreichen der gesetzlichen Altersgrenze in den Ruhestand versetzt wird. Der vorliegende Aufsatz befasst sich mit der Frage, ob der Abschlag i. H. v. 3,6 % pro Jahr einen versicherungsmathematisch fairen Wert für die längere Bezugszeit von Pensionen darstellt. Wir fanden heraus, dass der versicherungsmathematisch faire Abschlag bei vernünftigen Parameterwerten unterhalb der Marke von 3,6 % liegt.
