Abstract

Es werden zwei klassische Konzepte der kommunalen Mitarbeiterbefragung vorgestellt und hinsichtlich ihres Beitrags zur Verwaltungsreform vergleichend bewertet. Eines dieser Konzepte betrifft die deutsche Fassung des „Copenhagen Psychological Questionnaire“ (COPSOQ) zur Erfassung psychologischer Belastungen am Arbeitsplatz; ein alternatives Konzept bietet die dritte überarbeitete Version des „Common Assessment Framework“ (CAF) 2006 zur internen Qualitätsbewertung in öffentlichen Verwaltungen, die im Gegensatz zum belastungsorientierten Ansatz des COPSOQ die Bedeutung der Arbeitszufriedenheit und -motivation der MitarbeiterInnen als Qualitätskriterium hervorhebt.
