Der systematische Raub von Glasaalen für den chinesischen Markt

Abstract

Im grenzüberschreitenden Warenverkehr (v.a. Reiseverkehr o. Postverkehr) liegt die Aufmerksamkeit bei der Kontrolle von Tieren oder Pflanzen auf der Einfuhr von exotischen Exemplaren, die dem Washingtoner Artenschutzübereinkommen CITES (Convention on the International Trade in Endangered Species of Wild Fauna and Flora) und damit der EU-Artenschutzverordnung (EG) Nr. 338/97 und dem Bundesnaturschutzgesetz (BNatSchG) entgegenstehen könnten und ihren Ursprung in Süd- oder Mittelamerika, Afrika oder Asien haben. Dieses Hintergrundpapier leitet die Aufmerksamkeit auf die Ausfuhr von geschützten Exemplaren aus der Europäischen Union. Während das bei Exemplaren von z.B. Bären, Wölfen oder Luchsen (kurzgesagt: Jagdtrophäen) manchmal praktisch vorkommt, ist die systematische Ausbeutung der europäischen Aalbestände, auf die Regierungs- und Nicht-Regierungsorganisationen mit Nachdruck hinweisen das „größte Artenschutz-Verbrechen auf dem Planeten“ – mitten in Europa. Die Strafverfolgungsbehörden arbeiten bei der Verhinderung und Aufklärung grenzüberschreitend sehr erfolgreich zusammen und verhindert inzwischen oft genug die Ausfuhr aus der EU.
