Übersicht der Lücken in der HS-Nomenklatur 2022

Abstract

Das Harmonisierte System (HS) und seine Nomenklatur (das Zolltarifschema) bestehen seit dem 1.1.1988 aus den Kapiteln 01 bis 97, wobei das Kapitel 77 nicht besetzt worden ist, um künftigen Änderungen der Technik und möglichen Anpassungen Raum zu geben. Die HS-Nomenklatur ist 1988 eingeführt worden und erste Fehler wurden mit dem HS 1992 bereinigt. Mit dem HS 1996 wurden erste Änderungen vorgenommen. Alle vier bis sechs Jahre w erden strukturelle Änderungen der HS-Nomenklatur vorgenommen, so mit den HS 2002, HS 2007, HS 2012, HS 2017 und aktuell mit dem HS 2022 (in Geltung ab dem 1.1.2022). Dieser Beitrag erläutert die Entstehung von Lücken in der Struktur der HS-Kapitel auf Positionsebene, erläutert die Hintergründe und stellt auch die Schließung der Lücken dar, die erstmalig mit dem HS 2022 erfolgt.
