Anwendungsgebiete und Förderungsmöglichkeiten von Informations- und Kommunikationstechnologien in Entwicklungsländern

Abstract

Die Förderungsmöglichkeiten im Rahmen der Enwicklungszusammenarbeit sind in hohem Maße davon abhänig, in welchem Maße die Förderländer die IT-Kompetenzen in bestenden Projeken besitzen und vermitteln können. Zum anderen ist die Informationstechnologie ein eigener Sektor, der in der Entwicklungspolitik wenig berücksichtigt wird. Dies ist jedoch notwenig, um den sog. Digital Divide zu überwinden und ein Leap-frogging in bestimmten Ländern zu ermöglichen. Dadurch könnten die Transaktionskosten sektorenübergreifend in den jeweiligen Ländern gesenkt und erhebliche Effizienzgewinne realisiert werden.
