Abstract

Die Weltzollorganisation (WCO) hat angekündigt, sich der Wirtschaft und Wissenschaft zu öffnen und mehr Informationen über ihre bislang vorwiegend hinter verschlossenen Türen vorgehende Arbeit bekanntzumachen. In einem ersten Schritt hat die WCO ein Hintergrundpapier mit detaillierten Informationen zum Harmonisierten System bekannt gemacht, die unter anderem die Umsetzung von Zolltarifauskünften in den verschiedenen HS-Vertragsparteien betreffen. Das HS-Hintergrundpapier bietet einen tiefen Einblick in die praktische Umsetzung des HS-Übereinkommens – ein Segen für die praktische Anwendung durch Unternehmen im Welthandel und die wissenschaftliche Forschung zum internationalen Zollrecht gleichermaßen.
