Entwicklung des Harmonisierten Systems, neue Lücken und alle Anmerkungen - HS 2017

Abstract

Das Harmonisierte System zur Bezeichnung und Kodierung von Waren des internationalen Handels (HS) hat seit 1988 für eine Angleichung der weltweit verwendeten Nomenklaturen für statistische und zolltarifliche Zwecke gesorgt, da es in 207 Ländern und Wirtschaftsgebieten angewendet wird und über 98 % des weltweiten Handels damit klassifiziert werden. Das HS-Übereinkommen ist das erfolgreichste Übereinkommen der Weltzollorganisation (WCO, World Customs Organization), da 2017 bereits 156 Vertragsparteien dem HS-Übereinkommen förmlich beigetreten sind (die WCO umfasst bereits 181 Mitliedstaaten). Die Nomenklatur des HS ist 1992, 1996, 2002, 2007, 2012 und 2017 überarbeitet worden und dabei sind bestimmte Positionen im Gefüge der Nomenklatur weggefallen, die nicht wieder verwendet werden. Dieser Beitrag bietet einen Überblick über die Entwicklung der HS-Positionen (vierstellig beziffert), der HS-Unterpositionen (sechsstellig beziffert) und der KN-Unterpositionen (achtstellig beziffert), aller Anmerkungen (vor Abschnitten und Kapiteln, einschl. Unterpositions-Anmerkungen und Zusätzlichen Anmerkungen) sowie eine Untersuchung der immer häufiger entstehenden Lücken in der Nomenklatur mit dem Stand des HS 2017 (vom HS 2002 bis zum HS 2017).
