Evaluation von Subventionen im Rahmen der regionalen Wirtschaftspolitik in Deutschland

Abstract

In der Bundesrepublik Deutschland ist die regionale Wirtschaftspolitik ein wichtiger Baustein der allgemeinen Wirtschaftspolitik.3 Ihr Ansatzpunkt ist die gezielte und maßvolle Beeinfl ussung der räumlichen Verteilung von ökonomischen Aktivitäten im Bundesgebiet. Zentrales Instrument dieses Politikbereichs ist die im Jahre 1969 eingeführte Bund-Länder-Gemeinschaftsaufgabe „Verbesserung der regionalen Wirtschaftsstruktur“ (GRW). In diesem Beitrag wird zunächst ein kurzer Überblick über die Notwendigkeit, Konzeption und Intention der regionalen Wirtschaftspolitik in Deutschland geliefert. Anschließend wird die Grundidee von Wirkungsanalysen zur Evaluation der Unternehmenssubventionen dargestellt. Die Resultate der Wirkungsanalyse für den Zeitraum 1999 bis 2008 zeigen, dass die GRW tatsächlich zur Verbesserung der Beschäftigungssituation in strukturschwachen Gebieten beitragen kann.
