Italso explores in a general way the concept of information transparency,the Open Government and Administrative Governance models, startingfrom the premise that Blockchain technology can become atechnological tool for the construction of more transparent and dynamicinstitutions, with the aim of laying the foundations for this system to beincorporated into the public administration, an analysis of thecharacteristics, advantages and disadvantages that would represent theuse of Blockchain technology in the administrative process in terms ofpre-contractual administrative acts is carried out, starting from theconcept of the administrative act of procedure.
