Abstract
The war in Ukraine has been ongoing for over two years. As territories that were captured at the beginning of the conflict are being deoccupied, the pressing issue of repopulating these areas emerges, especially concerning the youth. In this commentary, we critically examine the tripartite cooperation among universities, governments, and local self‐government bodies as a critical mechanism for encouraging the return of young people to Ukraine's deoccupied territories. Considering the inevitable exodus of youth due to occupation, we underscore the importance of early strategy conceptualization for their return. The discussion analyzes the roles and responsibilities of all key stakeholders, the necessity to balance national directives with local autonomy, and the ethical imperatives that should guide such endeavors. Although centered on the Ukrainian context, the insights from this research may prove valuable for other regions encountering similar challenges amidst globalization. 乌克兰战争已经持续两年多。随着冲突开始时被占领的领土逐渐被解除占领,重新安置这些地区人口(尤其是年轻人)的紧迫问题出现了。本篇评论文中,我们批判分析了大学、政府和地方自治机构之间的三方合作,将其作为鼓励青年返回乌克兰解除占领领土的关键机制。鉴于青年人因占领而不可避免地外流,本文强调了尽早制定战略概念对于青年回归的重要性。讨论分析了所有关键利益攸关方的角色和责任、平衡国家指令与地方自治一事的必要性、以及用于指导此类举措的伦理要求。尽管以乌克兰为情境,但本篇评论文的见解可能对“在全球化中遇到类似挑战”的其他地区具有价值。 La guerra en Ucrania dura más de dos años. A medida que se desocupan los territorios que fueron capturados al comienzo del conflicto, surge la cuestión apremiante de repoblar estas áreas, especialmente entre los jóvenes. En este comentario, examinamos críticamente la cooperación tripartita entre universidades, gobiernos y organismos de autogobierno local como un mecanismo fundamental para alentar el regreso de los jóvenes a los territorios desocupados de Ucrania. Teniendo en cuenta el inevitable éxodo de jóvenes debido a la ocupación, el documento subraya la importancia de una conceptualización temprana de estrategias para su regreso. La discusión analiza los roles y responsabilidades de todos los actores clave, la necesidad de equilibrar las directivas nacionales con la autonomía local y los imperativos éticos que deben guiar tales esfuerzos. Aunque se centra en el contexto ucraniano, las ideas de este comentario pueden resultar valiosas para otras regiones que enfrentan desafíos similares en medio de la globalización.
