Abstract
This study aims to identify the concept, mechanisms and motives of political reform under the reign of King Abdullah II of Jordan. Concisely, the study attempts to identify obstacles to and opportunities for political reform in Jordan. To this end, the weaknesses and challenges facing the process of political reform in Jordan as well as opportunities to achieve political reform will be addressed. The opportunities are represented in the new constitutional amendments and the new laws governing political life (political parties and election laws). The main finding of this study is that since Jordan's problem today is not just economic, there is a pressing need for political reform. The political reform in Jordan, as a form of adjusting and accommodating, is the best alternative for the regime to face the popular pressures. This is probably so because Arab Spring regimes with minimal capacity to ‘bend’ or respond to change had eventually collapsed. 本研究旨在识别约旦国王阿卜杜拉二世统治下政治改革的概念、机制和动机。简而言之,本研究试图确定约旦政治改革的障碍和机遇。为此,将研究约旦政治改革进程面临的弱点和挑战、以及用于实现政治改革的机会。这些机会体现在新的宪法修正案和新的政治生活法律(政党和选举法)中。本研究的主要发现是,由于约旦的当前问题不仅仅是经济问题,因此迫切需要进行政治改革。作为一种调整和适应的形式,约旦的政治改革是该政权面对民众压力的最佳选择。这可能是因为阿拉伯之春政权几乎没有“屈服”或应对变革的能力,最终垮台了。 Este estudio tiene como objetivo identificar el concepto, los mecanismos y los motivos de la reforma política bajo el reinado del rey Abdullah II de Jordania. De manera concisa, el estudio intenta identificar los obstáculos y las oportunidades para la reforma política en Jordania. Para ello, se abordarán las debilidades y desafíos que enfrenta el proceso de reforma política en Jordania, así como las oportunidades para lograr la reforma política. Las oportunidades están representadas en las nuevas enmiendas constitucionales y en las nuevas leyes que rigen la vida política (partidos políticos y leyes electorales). La principal conclusión de este estudio es que, dado que el problema actual de Jordania no es sólo económico, existe una necesidad apremiante de reforma política. La reforma política en Jordania, como forma de ajuste y acomodación, es la mejor alternativa para que el régimen enfrente las presiones populares. Probablemente esto se deba a que los regímenes de la Primavera Árabe con una capacidad mínima para “doblarse” o responder al cambio finalmente colapsaron.
