Political entrepreneurs and interest groups in the CPTPP ratification process in Chile: A case of politicization?

This study examines the strategies employed by Chilean political parties and interest groups to politicize the Trans‐Pacific Partnership (CPTPP). To achieve this goal, political entrepreneurs and anti‐trade lobbies opposed the CPTPP are using a distinct strategy to shape the debate. The idea of trade politicization helps understand how these key actors expanded the scope of topics, mobilizing political action from various groups such as environmentalists, unions, indigenous activists, and advocates for gender equality. Furthermore, this strategy involves shifting the discourse away from the traditional dichotomy of free trade versus protectionism and redirecting the debate toward ideological and cultural dimensions such as legitimacy and sovereignty. 本研究分析了智利政党和利益集团为将《全面与进步跨太平洋伙伴关系协定》(CPTPP)政治化而采用的策略。为了实现这一目标，政治企业家和反贸易游说团体使用独特的策略来影响辩论，进而反对CPTPP。贸易政治化的概念有助于理解这些关键行动者如何扩大话题范围，动员环保主义者、工会、土著活动家和性别平等倡导者等不同团体采取政治行动。此外，该策略涉及将话语从自由贸易与保护主义这一传统二分法转移，并将辩论转向合法性和主权等意识形态层面和文化层面。 Este estudio examina las estrategias empleadas por los partidos políticos y grupos de interés chilenos para politizar el Acuerdo Transpacífico de Asociación (CPTPP). Para lograr este objetivo, los empresarios políticos y los grupos de presión anticomercio se opusieron al CPTPP utilizando una estrategia distinta para dar forma al debate. La idea de politización comercial ayuda a comprender cómo estos actores clave ampliaron el alcance de los temas, movilizando la acción política de varios grupos como ambientalistas, sindicatos, activistas indígenas y defensores de la igualdad de género. Además, esta estrategia implica alejar el discurso de la tradicional dicotomía entre libre comercio y proteccionismo y reorientar el debate hacia dimensiones ideológicas y culturales como la legitimidad y la soberanía.
