Just Another Civil War?

Abstract

When do Western powers intervene militarily on behalf of suffering strangers? Political elites’ perceptions of international conflicts may alter options for third‐party management. Examining the precedent‐setting case of the Kosovo Crisis via multi‐language fieldwork, NATO archives, and content analysis, I discuss how Kosovo moved from the periphery of Western attention to becoming the litmus test of the Western security response. Contrary to literature that focuses on humanitarian norms or geopolitical interests as drivers of this NATO intervention, I argue that the Kosovo Crisis “earned” a humanitarian military intervention due to shifting favorable conflict perceptions, which encouraged Western institutional involvement. Such interactions between perceptions and intervention may apply to other global crises. ¿Cuándo intervienen militarmente las potencias occidentales en favor de extraños que sufren? Las percepciones de las élites políticas sobre los conflictos internacionales pueden alterar las opciones de gestión por parte de terceros. Examinando el caso de la crisis de Kosovo que sentó un precedente a través del trabajo de campo en varios idiomas, los archivos de la OTAN y el análisis de contenido; analizo cómo Kosovo pasó de la periferia de la atención occidental a convertirse en la prueba de fuego de la respuesta de seguridad occidental. Contrariamente a la literatura que se centra en las normas humanitarias o los intereses geopolíticos como impulsores de esta intervención de la OTAN, argumento que la crisis de Kosovo “ganó” una intervención militar humanitaria debido a las percepciones cambiantes y favorables del conflicto, lo que alentó la participación institucional occidental.
