Abstract
Power transition in the international order and the position of China in this order have triggered ramifications in China's foreign policy strategy toward the Middle East and North Africa (MENA) region. Its foreign policy approach has evolved from strict non‐intervention to an assertive policy at the international level and constructive engagement at the regional level. China has simultaneously been applying both soft and hard power to protect its national interests in MENA. This study aims to assess China's four‐pillar MENA policy from the perspective of its smart power strategy by examining its hard power means and soft power tools. La transición de poder en el orden internacional y la posición de China en este orden han desencadenado ramificaciones en la estrategia de política exterior de China hacia la región de Medio Oriente y África del Norte (MENA). Su enfoque de política exterior ha evolucionado de una estricta no intervención a una política asertiva a nivel internacional y un compromiso constructivo a nivel regional. China ha estado aplicando simultáneamente poder duro y blando para proteger sus intereses nacionales en MENA. Este estudio tiene como objetivo evaluar la política MENA de cuatro pilares de China desde la perspectiva de su estrategia de poder inteligente mediante el examen de sus medios de poder duro y herramientas de poder blando. 国际秩序中的权力转移和中国在这一秩序中的地位,引发了中国对中东和北非(MENA)外交政策战略中的一系列影响。这一外交政策战略已经从严格的不干预发展为国际层面的强硬政策和区域层面的建设性参与。中国同时一直运用其软实力和硬实力来保护其在中东和北非地区的国家利益。通过分析中国的硬实力手段和软实力工具,本研究旨在从巧实力力战略视角评估中国对中东和北非的四核心政策。
