Health Vulnerability Versus Economic Resilience To The Covid‐19 Pandemic

Abstract

The purpose of this study is to understand how countries have leveraged on their economic resilience to fight the COVID‐19 pandemic. The focus is on a global sample of 150 countries. The study develops a health vulnerability index (HVI) and leverages on an existing economic resilience index (ERI) to provide four main scenarios from which to understand the problem statement, namely ‘low HVI‐low ERI,’ ‘high HVI‐low ERI,’ ‘high HVI‐high ERI,’ and ‘low HVI‐high ERI’ quadrants. Countries that have robustly fought the pandemic are those in the ‘low HVI‐high ERI’ quadrant and, to a lesser extent, countries in the ‘low HVI‐low ERI’ quadrant. Most European countries, namely one African country (Rwanda), four Asian countries (e.g., Japan, China, South Korea, and Thailand), and six American countries (e.g., United States, Canada, Uruguay, Panama, Argentina, and Costa Rica) are apparent in the ideal quadrant. El propósito de este estudio es comprender cómo los países han aprovechado su capacidad de recuperación económica para combatir la pandemia de COVID‐19. La atención se centra en una muestra mundial de 150 países. El estudio desarrolla un índice de vulnerabilidad de la salud (HVI) y aprovecha un índice de resiliencia económica (ERI) existente para proporcionar cuatro escenarios principales a partir de los cuales comprender el enunciado del problema, a saber: ‘bajo HVI‐bajo ERI’, ‘alto HVI‐bajo ERI’, cuadrantes “alto HVI‐alto ERI” y “bajo HVI‐alto ERI”. Los países que han luchado enérgicamente contra la pandemia son los que se encuentran en el cuadrante “bajo HVI‐bajo ERI” y, en menor medida, los países en el cuadrante “bajo HVI‐bajo ERI”. La mayoría de los países europeos, un país africano (Ruanda), cuatro países asiáticos (Japón, China, Corea del Sur y Tailandia) y seis países americanos (Estados Unidos, Canadá, Uruguay, Panamá, Argentina y Costa Rica) son evidentes en el ideal cuadrante. 本研究的目的是分析各国如何利用其经济复原力对抗新冠肺炎(COVID‐19)大流行。研究对象为由150个国家组成的全球样本。本研究提出一项卫生脆弱性指数(HVI),并利用现有的经济复原力指数(ERI)提供四个用于理解问题陈述的主要场景,它们分别属于“低HVI‐低ERI”、“ 高HVI‐低ERI”、“ 高HVI‐高ERI”、“ 低HVI‐高ERI”这四个象限。稳健抗击疫情大流行的国家属于“ 低HVI‐高ERI”象限,抗击力度较低的国家属于“低HVI‐低ERI”象限。大多数欧洲国家、1个非洲国家(卢旺达)、4个亚洲国家(日本、中国、韩国和泰国)以及6个美洲国家(美国、加拿大、乌拉圭、巴拿马、阿根廷和哥斯达黎加)属于理想象限。
