POLITICAL REFORM IN JORDAN: Reality and Aspirations

Abstract

This article offers a comprehensive review of the process of political reform in Jordan under the reign of King Hussein and King Abdullah II from 1989 to the present. It also identifies obstacles to political reform. Main findings include that political reform in Jordan is an old and popular demand, and that the process of political reform in the country has made some achievements. However, these achievements have not been enough to push real and lasting reforms forward. The study presents a number of policy recommendations. The most notable concern is the need for further constitutional amendments to consolidate the democratic principle of “sovereignty of the people,” reduce the executive authority's access to other authorities, and reconsider the laws governing political life, to build a state ruled by law and institutions, to establish a society of justice and equality, and to overcome the instabilities manifested in the Arab Spring. Este estudio busca identificar el proceso de reforma política en Jordania bajo en mandato del Rey Hussein y el Rey Abdullah II. El estudio también identifica obstáculos para la reforma política. El hallazgo principal es que la reforma política en Jordania es una vieja y popular petición, y que el proceso de reforma política en el país ha tenido algunos logros, pero esto no ha sido suficiente para impulsar reformas de verdad. El estudio presenta una variedad de recomendaciones políticas. La más notable tiene que ver con la necesidad de más enmiendas constitucionales para consolidar el principio democrático de la “soberanía del pueblo,” reducir el acceso de la autoridad ejecutiva a otras autoridades y reconsiderar las leyes que gobiernan la vida política, para poder construir un estado e instituciones de derecho y establecer una sociedad de justicia e igualdad y así eliminar la inestabilidad antes y después de la Primavera Árabe. 本研究致力识别侯赛因国王和阿卜杜拉二世国王统治下约旦的政治改革进程。同时识别了政治改革受到的阻碍。主要研究结果发现,约旦政治改革是一种旧式的普遍要求,且该国政治改革进程虽然已取得一些成就,但还不足以推动真正的改革。本文提出了一系列政策建议。最重要的建议则是,需要进一步的宪法修正案来巩固”人民主权”这一民主原则,减少行政权威对其他权威的干涉,并重新考量治理政治生活的法律,从而建立法治国家、建立公正平等社会,克服阿拉伯之春前后的不稳定性。
