LIBERALIZATION OR JUST DOLLARIZATION? Twenty‐first‐Century Economic Reform in Ecuador

Abstract

In this article, I review the state of Ecuadorean economic policy in the twenty‐first century, emphasizing the impact of and national reaction to liberal economic policy in the nation, especially dollarization. While economic liberalism and dollarization had a positive effect on Ecuador's economy, these policies have faced a backlash from voters, resulting in reversion to greater governmental intervention in the economy that, liberal critics argue, is unsustainable in the long term. Advocates for economic liberalism will need to adopt more incrementalist approaches toward policy reform, remain cognizant of the centrality of Ecuador's human development aspirations, and recognize the reality of policy diffusion processes to succeed in future policy changing efforts. En este artículo reviso la política económica del estado Ecuatoriano en el siglo 21, enfatizando el impacto y la reacción nacional de la política económica liberal en la nación, especialmente el impacto de la dolarización. Mientras que el liberalismo económico y la dolarización han tenido un efecto positivo en la economía de Ecuador, estas políticas han enfrentado una contraola de electores que ha resultado en una marcha atrás a la gran intervención gubernamental en la economía que los críticos liberales han considerado como insostenible en el largo plazo. Los defensores del liberalismo económico necesitan adoptar enfoques más incrementalistas hacia una política de reforma, y mantenerse conscientes de la centralidad de las aspiraciones del desarrollo humano de Ecuador y reconocer la realidad de los procesos de difusión de las políticas para tener éxito en sus esfuerzos de cambio de las políticas futuras. 本文作者检查了21世纪厄瓜多尔经济政策的状态,同时强调了该国自由经济政策(尤其是美元化)的影响以及国民对此政策的反应。尽管经济自由主义和美元化对厄瓜多尔经济产生了积极影响,但这些政策却已面临选民的强烈抵制,导致该国经济像以前一样受到更多的政府干预。自由主义批评家主张,这样的经济从长远来看是不可持续的。经济自由主义的倡导者需要采取更多渐进式方法进行政策改革,同时继续认识到厄瓜多尔人类发展愿望的中心性,并认可政策扩散过程这一现实,这样才能成功实现在未来政策变化上作出的努力。
