Who is afraid of choices? A proposal for multi‐criteria analysis as a tool for decision‐making support in development planning

Abstract

The thesis of this paper is that classical economic analysis and traditional optimisation techniques are not sufficient to assist decisionmakers in development planning and policy making, and that new multi‐criteria methodologies developed during the last decade would often provide useful additional tools. Rural development (RD) will be the main focus – due to the author's very limited experience in other technical fields. Some promising approaches will be described and proposals will be made for testing their applicability in various RD planning problems.
