Reaching the Ultra‐Poor: Adapting Targeting Strategy in the Context of South Sudan

Abstract

This paper focuses on an innovative model to enable the ultra‐poor ‘graduate’ from extreme poverty into sustainable livelihoods. The first part of the paper makes a comparative review of the ‘graduation model’. Evidence confirms consistent impacts on consumption, food security and productive assets across multiple sites. The second part assesses targeting effectiveness of this model in South Sudan. Combining Consultative Group to Assist the Poor poverty assessment tool with discriminant analysis for better accuracy, it is observed that the programme maintained its effectiveness in targeting the ultra‐poor. Success of this approach can be attributed to both adaptability and rigorousness in implementing targeting methods. Copyright © 2015 John Wiley & Sons, Ltd.
