Introduction: Social security, inclusive growth and social cohesion

This special issue selectively addresses the relationship linking social security systems, inclusive growth and social cohesion. Inclusive growth and social cohesion are viewed as political expedient and necessary goals for national economies. The desirability of their attainment reflects political pragmatism, the “social contract”, as much as it does a commitment to the wider emancipative goal of social justice. The International Social Security Association (ISSA) has often paraphrased these assertions to argue that there can be “no social justice without social security”. Of course, progress achieved towards the realization of the goals of inclusive growth and social cohesion should be equally beneficial for the adequacy, sustainability and coverage of social security systems. The aim of this special issue is to unpack and better understand the nature of this relationship. Ce numéro spécial aborde, en opérant une sélection, le lien entre les systèmes de sécurité sociale, la croissance inclusive et la cohésion sociale. La croissance inclusive et la cohésion sociale sont considérées comme des procédés politiques et des objectifs nécessaires pour les économies nationales. Le souhait d’atteindre ces objectifs reflète un pragmatisme politique, le «contrat social», et traduit un engagement à réaliser un but d’émancipation plus large lié à la justice sociale. L’Association internationale de la sécurité sociale (AISS) a souvent reformulé ces affirmations, arguant qu’il ne peut y avoir «aucune justice sociale sans sécurité sociale». Bien sûr, les avancées réalisées en vue d’atteindre les objectifs de croissance inclusive et de cohésion sociale doivent profiter autant à l’adéquation, à la viabilité et à la couverture des systèmes de sécurité sociale. Ce numéro spécial vise à présenter la nature de ce lien et à mieux la comprendre. Este número especial aborda de forma selectiva la relación entre los sistemas de seguridad social, el crecimiento inclusivo y la cohesión social. El crecimiento inclusivo y la cohesión social se consideran objetivos políticos oportunos y necesarios para las economías nacionales. El deseo de conseguirlos refleja el pragmatismo político, el “contrato social”, así como la adhesión al objetivo más general y emancipador de la justicia social. La Asociación Internacional de la Seguridad Social (AISS) a menudo ha parafraseado estas afirmaciones para argumentar que “no puede haber justicia social sin seguridad social”. Por supuesto, los progresos realizados para lograr los objetivos de crecimiento inclusivo y de cohesión social también deberían mejorar la adecuación, la sostenibilidad y la cobertura de los sistemas de seguridad social. El objetivo de este número especial es analizar y comprender mejor la naturaleza de esta relación. Diese Sondernummer umfasst ausgewählte Beiträge rund um die Beziehung zwischen Systemen der sozialen Sicherheit, integrativem Wachstum und sozialem Zusammenhalt. Integratives Wachstum und sozialer Zusammenhalt werden als politische Instrumente und notwendige Ziele von Volkswirtschaften angesehen. Auf ihr Erreichen hinzuarbeiten, entspricht sowohl einem politischen Pragmatismus, der Erfüllung des „Gesellschaftsvertrags“ wie auch einem Engagement für das umfassendere und emanzipierende Ziel der sozialen Gerechtigkeit. Die Internationale Vereinigung für Soziale Sicherheit (IVSS) hat diese Aussagen immer wieder umschrieben und stets argumentiert, dass es „keine soziale Gerechtigkeit ohne soziale Sicherheit“ geben kann. Die Fortschritte bei der Umsetzung des integrativen Wachstums und des sozialen Zusammenhalts sollten selbstverständlich die Angemessenheit, Nachhaltigkeit und Deckung von Systemen der sozialen Sicherheit gleichermaßen befördern. Ziel dieser Sondernummer ist es, das Wesen der Beziehung zwischen diesen Elementen zu untersuchen und besser zu verstehen. В этом специальном выпуске выборочно рассматривается взаимосвязь между системами социального обеспечения, инклюзивным ростом и сплочённостью общества. Инклюзивный рост и сплочённость общества рассматриваются и как инструменты, используемые политиками сугубо для своих политических побед, и как необходимые цели для национальной экономики. Желание их достигнуть отражает политический прагматизм, «общественный договор», а также демонстрирует приверженность более широкой эмансипативной цели социальной справедливости. Международная ассоциация социального обеспечения (МАСО) часто перефразировала эти утверждения, говоря, что «не может быть социальной справедливости без социального обеспечения». Безусловно, прогресс во время достижения целей инклюзивного роста и сплочённости общества, должен быть в равной степени благоприятным как для адекватности и устойчивости, так и для охвата системами социального обеспечения. Целью этого специального выпуска является изучение сути этой связи для лучшего её понимания. 本期特刊选择性地阐述了社会保障制度、包容性增长和社会凝聚力之间的关系。包容性增长和社会凝聚力被视为政治上的权宜之计和国民经济的必要目标。对实现二者的渴望反映了一种政治实用主义, 即“社会契约”, 以及对更广泛的解放性目标——社会正义的承诺。国际社会保障协会(ISSA)经常对这些主张进行释义, 提出“没有社会保障, 就没有社会正义”。当然, 在实现包容性增长和社会凝聚力方面取得的进展对社会保障制度的充足性、可持续性和覆盖面具有同样重要的意义。本期特刊旨在展开并更好地理解上述关系的本质。 يتناول هذه الإصدار الخاص على نحو انتقائي العلاقة التي تربط بين نظم الضمان الاجتماعي والنمو الشامل والتناغم الاجتماعي. ويُعتبر النمو الاجتماعي والتناغم الاجتماعي وسيلتين سياسيتين وهدفين ضروريين للاقتصادات الوطنية. وتعكس الرغبة في تحقيقهما البراغماتية السياسية، أي "العقد الاجتماعي"، وكذا الالتزام بالهدف التحرري الأعم للعدالة الاجتماعية. ولطالما أعادت الجمعية الدولية للضمان الاجتماعي "الإيسا" صياغة هذه التأكيدات لتدفع بأن "لا عدالة اجتماعية دون ضمان اجتماعي". وبالطبع، ينبغي أن يكون التقدم المحرز نحو تحقيق أهداف النمو الشامل والتناغم الاجتماعي مفيداً بقدر متساوٍ لملاءمة نظم الضمان الاجتماعي واستدامتها والتغطية التي توفرها. ويهدف هذا الإصدار الخاص إلى تحليل طبيعة هذه العلاقة وفهمها بشكل أفضل. Esta edição especial aborda seletivamente a relação entre os sistemas de seguridade social, crescimento inclusivo e coesão social. O crescimento inclusivo e a coesão social são vistos como objetivos políticos úteis e necessários para as economias nacionais. A conveniência de sua realização reflete o pragmatismo político, o “contrato social”, tanto quanto um compromisso com o objetivo emancipatório mais amplo da justiça social. A Associação Internacional de Seguridade Social (AISS) tem frequentemente parafraseado estas afirmações, argumentando que não pode haver “justiça social sem seguridade social”. Naturalmente, os progressos alcançados na realização dos objetivos de crescimento inclusivo e coesão social devem ser igualmente benéficos para a adequação, sustentabilidade e cobertura dos sistemas de seguridade social. O objetivo desta edição especial é elucidar e compreender melhor a natureza desta relação.
