The PAYG system and the optimal redistribution instrument in an overlapping generation model

Using a two‐period overlapping generation (OLG) model, this article seeks to identify the optimal redistribution policy instrument in terms of aggregate welfare when agents differ according to their labour condition. We use five policy specifications: (i) early redistribution to the young informal generation; (ii) late redistribution to the informal old generation; (iii) a mix between early and late redistribution; (iv) redistribution from the current formal young generation to the current formal old one; and (v) a non‐redistribution scenario. With inelastic labour supply, we show that transferring to the young performs better as a redistribution policy. This result is robust across different parameter values. A partir d'un modèle à générations imbriquées à deux périodes, cet article tente de déterminer l'instrument politique optimal de redistribution des revenus, en termes de bien‐être global, lorsque les agents varient en fonction de leurs conditions de travail. Cinq caractéristiques politiques ont été utilisées: (i) redistribution précoce à la jeune génération informelle; (ii) redistribution tardive à l'ancienne génération informelle; (iii) modèle hybride de redistributions précoce et tardive; (iv) redistribution de la jeune génération formelle actuelle à l'ancienne génération formelle actuelle; et (v) scénario de non‐redistribution. Nous démontrons que lorsque l'offre de main‐d'œuvre est inélastique, c'est le transfert aux jeunes qui constitue la meilleure politique de redistribution. Le résultat se révèle solide dans la mesure où il se maintient au travers des différentes valeurs des paramètres. El objetivo de este artículo es determinar, a partir de un modelo de generaciones superpuestas (OLG) de dos períodos, el instrumento de política para la redistribución óptima en términos de bienestar agregado cuando los agentes difieren en función de su situación laboral. Se utilizan cinco características relativas a las políticas: (i) redistribución temprana a la generación joven del sector informal; (ii) redistribución tardía a la generación de edad avanzada del sector informal; (iii) combinación de las redistribuciones temprana y tardía; (iv) redistribución de la actual generación joven del sector formal a la actual generación de edad avanzada del sector formal; y (v) escenario de no redistribución. Se muestra cómo, cuando la oferta de mano de obra es inelástica, la transferencia a los jóvenes es la política de redistribución que mejor funciona. Este resultado es sólido y se mantiene entre los diferentes valores de los parámetros. Dieser Artikel versucht anhand eines Overlapping‐Generations‐Modells (OLG) mit zwei Perioden, das optimale Umverteilungsinstrument für das Gesamtwohl zu bestimmen, wenn die Einzelnen unterschiedliche Beschäftigungsbedingungen mitbringen. Fünf strategische Optionen werden untersucht: (i) frühe Umverteilung auf die junge informelle Generation; (ii) späte Umverteilung auf die alte informelle Generation; (iii) eine Mischung zwischen alter und junger Umverteilung; (iv) Umverteilung von der aktuellen formellen jungen Generation auf die aktuelle formelle alte Generation und (v) ein Szenario ohne Umverteilung. Wir zeigen, dass bei einem unelastischen Arbeitskräfteangebot Transferleistungen für die junge Generation besser abschneiden als eine Umverteilungspolitik. Das Ergebnis bleibt auch bei unterschiedlichen Parameterwerten robust. Usando um modelo de geração superposta (OLG) de dois períodos como base, este artigo procura identificar o instrumento de política de redistribuição ideal em termos de bem‐estar agregado quando os beneficiários diferem em condição de trabalho. Nós usamos cinco especificações de política: (i) redistribuição antecipada à geração de jovens trabalhadores informais; (ii) redistribuição tardia à geração mais velha de trabalhadores informais; (iii) uma combinação entre a redistribuição antecipada e tardia; (iv) redistribuição da geração atual de jovens do mercado formal à geração atual mais velha do mercado formal; e (v) um cenário de não‐redistribuição. Com uma firme oferta de mão‐de‐obra, mostramos que a política de redistribuição concentrada na transferência para os mais jovens apresenta um desempenho melhor. Esse resultado é constante entre valores de parâmetros diferentes. Aвтopы утвepждaют, чтo пpи нeэлacтичнoм пpeдлoжeнии нa pынкe тpудa нaилучшим типoм пepepacпpeдeлeния будeт пepepacпpeдeлeниe в пoльзу мoлoдoгo пoкoлeния. Haдeжный peзультaт пoлучaeтcя пpи paзныx знaчeнияx пapaмeтpoв. 本文运用两期代际交叠(OLG)模型,查明根据各行为者在不同的劳动条件下的总福利情况对其总福利进行最优再分配的政策工具。我们用五个政策规范:(一)给从事非正规工作的年轻一代的早期再分配;(二)给从事非正规工作的老一代的晚期再分配;(三)介于早期和晚期的混合再分配; (四)从目前从事正规工作的年轻一代再分配到目前从事正规工作的老一代;及(五)非再分配情形。我们发现,由于劳动供给无弹性,转移支付给年轻人作为一项再分配政策,其效果更好。在不同的参数值方面,这一结果表现显著。 يسعى هذا المقال، من خلال استخدام نموذج الجيل المتداخل لفترتين (OLG)، إلى تحديد أداة سياسة إعادة التوزيع الأمثل فيما يتعلق بالرفاه الإجمالي لدى اختلاف الوكلاء باختلاف ظروف عملهم. ونستخدم خمسة تحديدات سياساتية: ’1‘ إعادة التوزيع المبكر لجيل الشباب العامل في القطاع غير الرسمي، ’2‘( وإعادة التوزيع اللاحق لجيل الشيوخ العاملين في القطاع غير الرسمي، ’3‘ومزج بين إعادة التوزيع المبكر وإعادة التوزيع اللاحق، ’4‘ وإعادة التوزيع من جيل الشباب العامل في القطاع الرسمي حالياً إلى جيل الشيوخ العاملين في القطاع الرسمي حالياً، ’5‘ واحتمال عدم إعادة التوزيع. ونبين أن التحويل إلى الشباب أفضل طريقة لإعادة التوزيع في ضوء عروض العمل غير المرنة. وهذه النتيجة صالحة في جميع القيم المعلمة.
