Changing the health care system in the Netherlands: The end of a period of cost containment?

Abstract

This paper begins with a global description of the present health care system in the Netherlands and the outstanding reasons why the government wished to restructure it. A brief summary is given of the starting points for government policy and the policy framework for the new system of care, followed by the main characteristics of the new system, indicating the proposed positions of the insured, the providers of care, the insurers and the government. A schedule for implementation describes the gradual implementation of the new system. In addition some possible consequences of implementing the new system are discussed, and finally some conclusions are presented.
