Abstract

Adherence to global maritime rules is indispensable for the functioning of maritime operations and, as a result, the globalized economy. Though maritime rules and conventions have never seen perfect compliance, adherence is waning. A wide range of companies and even national governments openly violate maritime rules, and some even engage in aggression. That puts maritime activities and the ocean's health in jeopardy and threatens the maritime order itself.
