Discussion of “Relating Product Prices to Long‐Run Marginal Cost: Evidence from Solar Photovoltaic Modules”

Abstract

My discussion of Reichelstein and Sahoo (2018) is organized into three parts. First, what is the context for this work? That is, what are the energy and climate stakes? Second, what does the paper do? I will re‐work the equation defining the components of long‐run marginal cost to better reflect what is actually estimated and to better highlight some important choices about how the different components are modeled. Third, and most importantly, how do the results inform business decisions and policy choices regarding energy and climate? What more do we need? L'auteur propose une analyse critique de l’étude de Reichelstein et Sahoo (2018) en trois volets. Dans le premier, il s'interroge sur le contexte de l’étude, soit les enjeux énergétiques et climatiques qui en font l'objet. Dans le deuxième, il s'intéresse à l'apport de l’étude. Il remanie l’équation définissant les éléments constitutifs du coût marginal à long terme afin qu'elle reflète mieux les estimations réelles et mette davantage en évidence certains choix importants quant à la modélisation de ces différents éléments. Dans le troisième et le plus important, il se demande en quoi les résultats de l’étude éclairent les décisions d'affaires et les choix politiques relatifs à l’énergie et au climat, et quelle suite donner à ces résultats.
