Arbeitsmarkt 2023 im Sog des Konjunkturabschwungs

Abstract

Die österreichische Wirtschaft litt 2023 unter der schwachen internationalen Konjunktur und dem hohen Preisniveau, das den Konsum der privaten Haushalte und – gemeinsam mit den hohen Zinsen – die Investitionen der Unternehmen dämpfte. Der Konjunkturabschwung schlug allmählich auf den Arbeitsmarkt durch. Die Beschäftigung wuchs deutlich schwächer als im Vorjahr, während die Arbeitslosigkeit ab April 2023 wieder zunahm. Im Frühjahr 2024 beschleunigte sich der Anstieg. Neben der Konjunkturschwäche trugen auch die Aufnahme von Vertriebenen aus der Ukraine in die Arbeitslosenstatistik sowie eine verstärkte Erfassung von Asyl- und subsidiär Schutzberechtigten zur Zunahme der Arbeitslosigkeit bei. Die Zahl der offenen Stellen sank 2023 ausgehend von einem historisch hohen Niveau. Eine Verbesserung der Arbeitsmarktlage ist erst 2025 zu erwarten, sobald die Konjunktur wieder an Fahrt gewonnen hat.
