Entwicklungspolitik als geoökonomisches Instrument. Eine Einordnung vor dem Hintergrund globaler Trends

Abstract

Durch Chinas "Neue Seidenstraße" entstand ein globaler Wettbewerb um die Teilhabe an Wachstumsmärkten, den Zugang zu kritischen Rohstoffen und um politischen Einfluss in Entwicklungsländern. Der Auftritt Chinas auf der geopolitischen Bühne vergrößerte für die Empfängerländer die Auswahl an möglichen Geldgebern. Dies befeuerte die Diskussion über den Anpassungsbedarf der europäischen Entwicklungszusammenarbeit, die bereits heute dem Druck unterliegt, ihre Ziele verstärkt mit außen- und sicherheitspolitischen Interessen zu verknüpfen. In einem ersten Schritt reagierten die Institutionen der Entwicklungszusammenarbeit der EU und der USA mit einer Bündelung von Programmen. Auch werden "westliche Werte" sowie Umwelt- und Sozialstandards nunmehr stärker betont. Weitere Anpassungen der europäischen Institutionenarchitektur müssen folgen. Österreich sollte die Mittel für Entwicklungspolitik auf das völkerrechtlich zugesagte Niveau anheben. Als kleine offene Volkswirtschaft muss Österreich zur effektiven Mittelverwendung im europäischen Verbund vorgehen und eine enge Abstimmung nationaler Akteure gewährleisten.
