Wachstumsbremse Tertiärisierung? Evidenz für die europäischen Regionen

Abstract

Wie die vorliegende Analyse der gesamtwirtschaftlichen Wachstumswirkungen der Tertiärisierung zeigt, lassen sich produktivitätsdämpfende Effekte aus dem Strukturwandel zu Dienstleistungen, wie sie mit Hinweis auf geringere Möglichkeiten zur Effizienzsteigerung im Dienstleistungsbereich immer wieder erwartet wurden, zumindest für die NUTS-2-Regionen der EU 27 und die Jahre seit 1991 nicht festmachen. Demnach war die Tertiärisierung vorrangig durch das Wachstum wissensintensiver Unternehmensdienste getrieben, welche wegen ihrer besonderen Rolle in Wissens-Spillovers und Innovationsprozessen positive Effekte auf die Effizienzentwicklung in anderen Branchen ausüben. Ökonometrisch ist daher ein signifikant positiver Zusammenhang zwischen der gesamtwirtschaftlichen Produktivitätsentwicklung und dem Bedeutungsgewinn von wissensintensiven Unternehmensdiensten bzw. Marktdienstleistungen insgesamt zu belegen. Für Wachstumsverluste aus der Tertiärisierung findet sich damit keine Evidenz.
