Wachstums- und Beschäftigungseffekte des Programmes der Ländlichen Entwicklung 2007-2013

Abstract

Im österreichischen Programm der Ländlichen Entwicklung 2007-2013 wurden ab 2007 pro Jahr 1,1 Mrd. € an Fördermitteln eingesetzt, um Wertschöpfung, Beschäftigung, Umwelt- und Lebensqualität zu steigern. Diese Mittel wurden zu 52% von der EU finanziert und durch Beiträge von Bund und Ländern ergänzt. Zu den Begünstigten zählen vor allem die Landwirtschaft und die Forstwirtschaft. Darüber hinaus wurden Unternehmen und Gewerbebetriebe in der biobasierten Wertschöpfungskette und regionale Initiativen der ländlichen Bevölkerung gefördert. Modellanalysen zeigen vielfältige Wirkungen des Programmes auf die Volkswirtschaft. Die durch die Förderungen ausgelöste Wertschöpfung betrug 1,6 Mrd. €. Damit waren 30.300 Beschäftigungsverhältnisse verbunden. Die Zuwächse waren nicht auf ländliche Gebiete beschränkt, sondern stärkten Wachstum und Beschäftigung in den urbanen Regionen ebenfalls signifikant. Ohne das Programm wären Stickstoffüberschüsse und Emissionen von Treibhausgasen aus der Landwirtschaft um 16% bzw. 3% höher gewesen. Durch das Programm wurde verhindert, dass 11% der landwirtschaftlich genutzten Fläche aus der Produktion genommen worden wären.
