Die Branchenstruktur und zeitliche Dynamik temporärer Layoffs

Abstract

Das kurzfristige Aussetzen von Arbeitsverhältnissen (temporäre Layoffs) spielt in ganz Österreich eine Rolle, vor allem aber in Kärnten, Tirol, dem Burgenland, der Steiermark und Salzburg und am wenigsten in Wien. Weitaus am häufigsten wird diese Flexibilisierungsstrategie von Betrieben in den Saisonbranchen Bauwirtschaft und Tourismus eingesetzt, um branchenspezifische Saisonschwankungen der Produktion und des Arbeitskräftebedarfs auszugleichen. Temporäre Layoffs sind aber kein ausschließlich saisonales und auf einzelne Branchen beschränktes Phänomen, sondern werden – in allen Wirtschaftsbereichen – auch zur Anpassung des betrieblichen Personalbestandes an konjunkturbedingte Schwankungen des Arbeitskräftebedarfs angewandt.
