Finanzmarktkrise und öffentliche Haushalte

Abstract

Die in den nächsten Jahren zu erwartenden hohen staatlichen Defizite sind zu einem beträchtlichen Teil auf die Budgetwirkungen der Finanzmarkt- und Wirtschaftskrise zurückzuführen. Vor dem Hintergrund langfristiger Budgetbelastungen durch den zunehmenden Schuldendienst und durch demographisch bedingte Ausgabensteigerungen stellt sich umso dringlicher die Frage nach einer geeigneten Strategie zur Haushaltssanierung nach Überwindung der Krise. Konsolidierungspotentiale für die öffentlichen Haushalte sind dabei vorwiegend auf der Ausgabenseite zu finden. Auf der Einnahmenseite ist der Konsolidierungsspielraum dagegen eher begrenzt.
